Network of Cells

This entails creating multiple groups online that have limited links between them so that if one is exposed there is less risk the rest of the network will be taken down.

Ex. This was seen in the Chinese Interference in the 2020 presidential elections.^[1] Terrorist networks often also divide their group into cells.
